Board of Directors
The Board of Directors is the governing body of the Fund and accountable for reviewing, evaluating and making recommendations about the Fund’s Strategic plan and objectives. The Board is headed by the Chairman and consists of nine directors, each of whom is appointed by the Minister of Gender, Labour and Social Development for a three-year renewable term. Directors include one Executive Director and eight Non- Executive Directors who represent each of the stakeholder groups of members, employers and Government.

PETER KIMBOWA CHAIRMAN - INDEPENDENT

Appointed: 1 September 2021
Dr Peter Kimbowa (PK) has been appointed the new Board Chairman of the National Social Security Fund (NSSF) effective September 1, 2021.
He is also a Global Leadership Catalyst, Coach, Author, Speaker and International Award-Winning Futurist.
He is a Co-founder of the CEO Summit Uganda, the CEO Apprenticeship Programme (CAP), League of East African Directors (LEAD) and IFE Consultants Limited.
PK is the Board Chairman of Tondeka Metro Company and a Board Member of ESKOM, Baylor College of Medicine and Kampala Archdiocese Land Board. He is a Governance Advisor to many local and regional public, private and Civil Society organisations. He is also a Global platform speaker at many universities.
PK has interests in human and organisational transformational work and Learning from the future. He is passionate about Strategy and Sustainability Projects.
PK is a Rotarian (a major donor) and Past Assistant Governor.
PENINNAH TUKAMWESIGA NON-EXECUTIVE DIRECTOR, WORKERS’ REPRESENTATIVE COFTU

Appointed: 1 September 2015.
Ms. Tukamwesiga is the Head of Legal Aid at the Central Organisation of Free Trade Unions (COFTU) and is a lawyer and advocate of the High Court of Uganda.
She has previously worked as a panel member at industrial court, executive committee member of Uganda Parastatal, Statutory Authorities and Judiciary Workers’ Union.
She has also served as an advocate and legal consultant for several law firms and companies and she’s currently also a partner at Jojoma Advocates.
Peninnah holds a Master’s in Law from Makerere University (Uganda), a Post Graduate Diploma in Legal Practice from Law Development Centre and a Bachelor of Law from Uganda Christian University.
ANNET BIRUNGI NON-EXECUTIVE DIRECTOR, Uganda Nurses and Midwives Union (UNMU)

Ms. Birungi is the National Treasurer of Uganda Nurses and Midwives Union (UNMU) and the Secretary for Gender and Women Affairs at the National Organisation of Trade Unions (NOTU).
She is a professional nurse who has served the nursing fraternity for a period of over eighteen years. She has previously worked as a nurse at district local government level later joining Mulago National Referral Hospital. At Mulago, she rose up the ranks serving in various managerial positions including nursing in-charge of nuclear medicine and surgical outpatients departments.
She has also previously served as Secretary of the NOTU Youth Executive Board, member of the East African Trade Union Confederation (EATUC) and member of the International Council of Nurses. Annet is the founding Board Chairperson of Uganda Trade Unionists Multipurpose Co-operative Society Limited.,
Annet holds a Master’s Degree and Post Graduate Diploma in Hospital and Health Care Management from Uganda Management Institute, a Bachelor of Science Degree in Nursing Science from International Health Science University, a Certificate in Registered Nursing from Mulago School of Nursing and Midwifery and a Certificate in Enrolled Nursing from Kabale Nurses Training School.
SILVER MUGISHA REPRESENTATIVE FEDERATION OF UGANDA EMPLOYERS

Dr Eng. Silver Mugisha represents Employers on the NSSF Board, under the Federation of Uganda Employers (FUE). He is the Managing Director of national Waters and Sewerage Corporation (NWSC), Uganda – a public utility that is 100% owned by the Government of Uganda.
Since his appointment in 2013, Dr Eng. Silver Mugisha has led the cooperation with passion inculcating strong work ethics, high level professionalism, fostering a positive service culture, and a united leadership approach that has enabled the corporation to achieve high organization performance and international recognition. At the time of his appointment the corporation was at crossroads with the good historical performance record and the increasing demand of service. Under his strategic leadership in the NWSC changed the Corporation's strategic focus and launched the first ever Five-Year Strategic Direction (2013 2018 rolled over to 2018-2021), that provides the corporation’s outlook and key strategic interventions taking into account the wider stakeholder expectations, policy directions and competitive environment.
Dr Mugisha holds a PhD in Engineering and Economics of Makerere University, Uganda. His PhD research which was carried out in collaboration with PURC of the University of Florida, USA focused on areas of performance monitoring, incentive design and productivity analysis. He was previously a Chief Manager in charge of Institutional Development and External Services at the National Water and Sewerage Corporation (NWSC).
Dr Mugisha has been with the NWSC since 1994 and has risen through the ranks of the Corporation. He has worked on external consultancies in various organizations in Uganda, Kenya, Tanzania, Gambia, Nigeria, Ethiopia, Rwanda, India, and Trinidad, and Tobago among others. He has been a Board Member of the International Water Association (IWA) and Sense Research School of Netherlands.
NWSC Geographical Coverage has extended from 23 towns in 2013 to 258 towns in 2021. The number of people served has increased from 10.6 million in 2013 to 15.7 million in 2020. Service coverage: 80% in homes and municipal boundaries I'm 73% in rural areas served by NWCS.
SAM LYOMOKI REPRESENTATIVE CENTRAL ORGANIZATION OF FREE TRADE UNIONS

Appointed 1st September 2021:
Dr. Sam Lyomoki is the Secretary General of the Central Organisation of Free Trade Unions(COFTU). He also serves as the Chairman Board of Directors of Hosanna Uganda, Workers Ministries and Lodoi Development Fund. He is also a Facilitator in the Executive Leadership Programme of the Institute of National Transformation (INT).
Previously, he served in the Parliament of Uganda as Member of Parliament for Workers for the last twenty five years where he chaired several Committees of Parliament. Dr. Lyomoki has also worked as a Medical Officer previously, in various health facilities in Uganda and internationally including Mulago National Refferal Hospital, Butabika Hospital (Ministry of Health) and Kisekka Foundation Hospital.
He has held other roles in different capacities. He has served as an expert in various Tripartite Technical Panels and committees of the International Labour Organisation (ILO) and the international labour movement and representted the workers locally and onternatiomally in several high profile engagements like the United Nations General Assembly (UNGASS) and International Labour Organisation (ILO). He was previously a panelist at the Industrial Court of Uganda, a member of the Labour Advisory Board and the General Secretary of the Uganda Medical Workers Union. He also served as the Chairperson of the Steering Committee for the Presidential Initiative on Markets and Small Operators.
Sam holds a Bachelor’s Degree in Medicine and Surgery from Makerere University, a Master’s Degree in Business Administration from the University of Nairobi, a Masters of Science in Community Health from Innsbruck, University of Austria and a Masters of Public Administration and Management. He is also a graduate and an ulumni of the OakSeed Executive Leadership of the Institute of National Transformation (INT), USA; the Sundoulos African Leaders' Training (SALT) and Development Associates International (USA); the Eastern and Southern African Management Institute (ESAMI); and the World Bank Institute, Global Development Learning Network Centre and Uganda Management Institute. In addition he has also had variuos Executive Trainings in Leadership, Corporate governance, accounting, labour markets, social security, financial analysis, Human Resource Management and workers education.
PATRICK OCAILAP NON-EXECUTIVE DIRECTOR GOVERNMENT REPRESENTATIVE MINISTRY OF FINANCE, PLANNING AND ECONOMIC DEVELOPMENT (MOFPED)

Appointed: 1 September 2018.
Mr. Ocailap is a Development Economist and currently the Deputy Secretary to the Treasury
(MoFPED). He is also a Board Member of the Financial Intelligence Authority and National Housing and Construction Company Ltd.
Patrick has a wide experience and boasts a distinguished record in Public Policy and Financial
Management, spanning over 36 years. He has previously served on the Boards of: National Medical Stores, Uganda Road Fund, African Institute of Capacity Development, Uganda Investment Authority, Uganda National Bureau of Standards, Pride Africa (U) Ltd and Pride Micro Finance Ltd with a degree of success.
He has also successfully held various positions in the Ministry of Finance including: Director of Budget, Commissioner Aid Liaison Department and Acting Commissioner Tax Policy Department. In 1992-1995, he served on a three-year Secondment as an Economist in the Office of the President of PTA Bank (now Trade and Development Bank).
He holds a Master’s Degree in Development Economics from Williams College Massachusetts
(USA) and a Bachelor of Commerce Degree (Finance) from Makerere University (Uganda). He is a Certified Public Private Partnerships (PPP) Member from the Institute of Public Private Patnerships- IP3 (USA); in addition to holding a number of Certificates in Public Finance, Taxation, Management and Fiscal Policy Management.
LWABAYI MUDIBA HASSAN NON-EXECUTIVE DIRECTOR, WORKERS REPRESENTATIVE ( NATIONAL ORGANISATION FOR TRADE UNIONS-NOTU)

Appointed 1st September 2021 Mr. Lwabayi is the General Secretary of the Uganda Local Government Workers Union and the District Councilor (representing workers) in Namutumba District Local Government. He is passionate about workers’ rights, serving as a member in the Public Service Tribunal and has previously worked at the Uganda Public Employees Union as Secretary General. Hassan holds a Bachelor of Law degree from Cavendish University and a National Diploma in Purchasing and Supplies Management
Aggrey David Kibenge Representative Ministry of Gender, Labour and Social Development

Mr Aggrey David Kibenge is the Permanent Secretary, Ministry of Gender, Labour and Social Development since 18th September 2010. Previously he was the Under Secretary Finance and Administration at Ministry of Education and Sports. He also served as the Under Secretary Finance and Administration, OPM in 2016. He was the Under Secretary Finance and Administration, Ministry of Tourism, Wildlife and Antiquities in 2012 from serving as the Principal Assistant Secretary in 2010.
Mr. Kibenge was also the Senior Assistant Secretary, Ministry of Education and Sports in 1999 and Assistant Secretary, Ministry of Education and Sports in 1993.
He has held other roles in different capacities. He has previously served as the Chair to the Task Force to formulate the Education Response Plan for Refugees and Host Communities in Uganda. He was also the Chairperson of the Steering Committee for implementation of the Strengthening Education Systems for Improved Learning Outcomes (SESIL) project funded by DFID, Member of Civil Service College, and Uganda Management Team (representing OPM) and Facilitator in the Change Management and Leadership Development Programme.
He holds a Master’s degree in Public Administration and Management from Makerere University, a Bachelor’s Degree in Education and a Diploma in Education.
Annet Mulindwa Nakawunde Representative - Federation of Uganda Employers

Mrs. Mulindwa holds a Master’s in Business Administration majoring in Finance, a postgraduate diploma in Financial management, and an honors degree in BA (Arts). She has also attended a number of trainings including the Advanced Leadership training in Wharton Business School, University of Pennsylvania in USA, Coaching Program for Mission, Leadership, and Performance by Creative Metier, Oxford, England, Women in leadership by Women’s World Banking Center for Microfinance Leadership, New York where she got the Financial Woman's Association's Women in Leadership Award for 2008, Balance score card training and Basic banking by Institute of Bankers.
She is passionate about women and youth empowerment, as well as ensuring best practice in banking and microfinance and creating value for customers. She is result oriented and an excellent team player with strong leadership qualities.

Patrick has been at the forefront of various projects at the Fund, which he steered successfully, including the strategy function's setup and the rollout of the balance performance scorecard. He was named runner-up at the 2017 National CFO Awards organized by ACCA.
Prior to joining the Fund, he was the Finance Director for Barclays Bank (Uganda). He has extensive experience in accounting and finance management that has been attained in various roles in Uganda and USA.
Patrick is a Certified Public Accountant (CPA). He holds an MBA from the University of South Carolina (USA) and a Bachelor of Science in Finance from Liberty University, Virginia (USA).

ARIMI BARBRA TEDDY HEAD OF MARKETING & CORPORATE AFFAIRS

Barbra joined the Fund in December 2014 as the Head of Marketing and Communications, from Orient Bank where she was Group Head Corporate Communications and Marketing.
Barbra is a member of the Chartered Institute of Marketing (CIM) and a Member of the Chartered Institute of Public Relations (CIPR).
She holds an MBA from the Eastern and Southern Africa Management Institute (ESAMI) and a Bachelor of Commerce Degree (Marketing) from Makerere University.
GEOFFREY BARIGYE HEAD, INTERNAL AUDIT

Geoffrey joined the Fund in March 2001 and is currently the Head, Internal Audit. He previously worked as Deputy Chief Internal Auditor, Audit Team leader and Internal Auditor for the Fund. He also worked as an Accountant for Uganda Breweries Limited.
Geoffrey is a Fellow of the Chartered Association of Certified Accountants (ACCA), a member of the Institute of Certified Public Accountant (CPA) of Uganda and a member of the Institute of Internal Auditors. He holds an MBA and a Bachelor of Commerce Degree from Makerere University and a Diploma in Business Studies from Makerere University Business School.
AGNES TIBAYEITA ISHARAZA CORPORATION SECRETARY

Agnes joined the Fund as Corporation Secretary and Head of Legal effective 1 April 2019. She is a seasoned corporate lawyer with 19 years’ experience.
Prior to joining the Fund, she was the Chief Legal Officer /Company Secretary of DFCU Bank, one of the leading financial institutions in Uganda by assets. Until 2014, she concurrently held the position of Corporation Secretary, DFCU Limited (which is the Bank’s holding company and is listed on the Uganda Securities Exchange).
Agnes was a member of the Capital Markets Authority (CMA) Board of Directors for two terms (2011 – 2017) representing the Uganda Bankers Association. While on the CMA Board, she chaired the Board Legal and Regulatory Affairs Committee.
In 2017, she was listed on the General Counsel Africa Power List by Legal 500, a series of publications that highlight and recognise the most influential in-house lawyers driving the legal business in Africa.
Agnes holds a Bachelor of Laws degree (Hons) from Makerere University, a Post Graduate Diploma in Legal Practice from the Law Development Centre and an Executive MBA from the Eastern and Southern African Management Institute (ESAMI). She has attended several trainings over the years in various areas of business and legal practice including Board/corporate governance training from the prestigious Financial Times Non-Executive Directors Club, UK and the Institute of Directors in South Africa. She is a 2018 Graduate of the Female Future Programme which prepares women for top decision-making positions through training in leadership development and Board competences, amongst others. More recently, Agnes obtained a Master Trustee certification from the Johannesburg School of Finance/Jomo Investments.
STEVENS MWANJE CHIEF FINANCIAL OFFICER

Stevens joined NSSF in February 2010 and is currently the Chief Finance Officer who is responsible for managing the financial actions of the Fund.
He was previously the head of Sales & Operations, a position he held for over 6 years until November 2017.
Prior to joining the Fund, Stevens worked with Bank of Africa (U) Ltd where he headed the Finance, Treasury and Commercial Departments.
Stevens is a Fellow of the Association of Chartered Certified Accountants. He holds an MBA in Business Management from Heriot-Watt University. He also holds a Post Graduate Diploma in Business Management from the University of Leicester and a Bachelor of Arts Degree from Makerere University.
He is also an alumnus of the Executive Education Programmes of: The Wharton School (University of Pennsylvania), The Gordon Institute of Business Science (University of Pretoria) and Strathmore Business School (Strathmore University). Stevens sits on the Boards of CiplaQCI (listed on the Uganda Securities Exchange) and Entrepreneurs Financial Centre - EFC (a Microfinance Deposit- Taking Institution).
GERALD PAUL KASAATO ACTING DEPUTY MANAGING DIRECTOR

Gerald joined the Fund in July 2011 as Portfolio Manager Equities and rose through the ranks to become Chief Investment Officer and now Acting Deputy Managing Director.
He has been the Chief Investment Officer since April 2014. He previously worked as Finance and Investment Manager (National Housing and Construction Company) and served as Manager Investment and Treasury (NIC) as well as fulfilling similar roles in various entities in the UK.
Gerald is a CFA Charter holder, a Chartered Accountant of the UK, a Fellow of the Chartered Management Institute of the UK, and a Certified Public Accountant of Uganda. Gerald is an alumnus of the Harvard Business School (USA). He holds an MBA in Finance from Exeter University in the UK, a Master of Science Degree in International Finance and Investments from the London Southbank University in the UK and a Bachelor of Science Degree in Accounting from Oxford Brookes University in the UK.
He is also an Aresty scholar of the Wharton Executive Programme, University of Pennsylvania (USA) and has trained at the London Business School in the UK.
EDWARD SENYONJO CHIEF RISK OFFICER

Edward is a risk professional, with vast experience in risk and business continuity management. He holds a Master’s degree in Business Administration (MBA) from the University of Nicosia, Cyprus, and he is a Fellow of the Association of Chartered Certified Accountants (FCCA), UK, a member of the Institute of Certified Public Accountants of Uganda (ICPAU), and a member of the Institute of Internal Auditors, Uganda.
He holds a degree of Bachelor of Commerce from Makerere University, and currently, he is pursuing an FRM (Financial Risk Manager), from the Global Association of Risk professionals, USA.
GEOFFREY WAISWA SAJJABI CHIEF COMMERCIAL OFFICER

Geoffrey joined NSSF in August 2008 and is currently the Chief Commercial Officer where he is responsible for the Fund’s business growth and retention through improved compliance and member recruitment. He is also the Chairman of the NSSF Contracts Committee and is charged with ensuring value for money in Fund procurements as well as compliance with local and international regulatory requirements.
He has worked across the Fund in a variety of commercial, operational, and managerial roles. Having started off as a Benefits Officer, he quickly rose through the ranks to Senior Benefits Officer, Branch Manager, Contributions Manager and more recently Chief Commercial Officer. He has played a critical role in several Fund projects and initiatives including the Rebranding Project oversaw major changes to the Fund’s brand and more recently the Sky Fall Project which is focused on process re-engineering.
Geoffrey holds a Master of Business Administration from Heriot-Watt University-UK and a Bachelor of Arts in Social Science from Makerere University. He holds a certificate in Administrative Law from the Law Development Center -Uganda. He is an alumnus of the Strathmore Business School Executive Leadership Program and CEO apprenticeship program. Geoffrey is a Balanced Scorecard Professional of the Balanced Scorecard Institute and George Washington University.
MILTON OWOR CHIEF PEOPLE & CULTURE OFFICER

Milton joined the Fund in February 2017 as the Head of Human Resources and Administration.
He comes with several years of Local and International work experience in leading multinational companies including British American Tobacco Plc, Royal Dutch Shell, and General Electric Company (GE), having worked across Africa, Europe, and the US over the years.
He holds an MBA in Strategic Human Resource Management (University of Leicester, UK), Certification in Global Business Leadership (INSEAD, France) a Bachelor’s degree in Economics and Public Administration (Makerere University) and is a certified Predictive Index Psychometric Analyst.
Prior to his current role at NSSF, Milton was the Africa HR Director for GE, Regional HR Director of Anglophone Africa for Royal Dutch Shell, Regional HR Director of West and Central Africa for British American Tobacco, Regional HR Director of East and Southern Africa for British American Tobacco, among others.

Benoni Katende joined the Fund in September 2021.

ALEX RUMANYIKA KALIMUGOGO HEAD OF STRATEGY AND PERFORMANCE

Alex is an experienced business professional with demonstrated competence in the fields of Private Sector Development, Program Management, Corporate Finance, Microfinance, Strategy, Innovation and Entrepreneurship. He has served in both the public and private sectors, honing his skills in strategy and finance at Deloitte East Africa, where he provided advisory services towards the Government of Uganda's privatisation program. He went on to serve as a Team Leader in the Privatisation Unit under the Ministry of Finance, Planning, and Economic Development, providing project leadership on several divestiture targets.
Alex would later join the National Social Security Fund (NSSF) as a Strategy Manager, playing a critical role in the design of the 10-year strategy (2015 - 2025) of the Fund, and helping establish an Innovation and Project Management Office for the Fund in 2018. The innovation portfolio has since birthed The Hi-innovator, a USD 10M to support 500 small-and-medium-size enterprises with catalytic funding to grow and help create 132,000 jobs.
