The NSSF covers all employers who have 5 or more employees between 16 and 55 years of age, with the exception of employees under the Government Pensions Act. The NSSF Act requires a registered employer is required to pay contributions to the Fund for his\her employees every month during which he/she pays salaries.

The NSSF Act also provides for voluntary membership for employers with less than 5 employees.

NSSF collects members' contributions and invests them judiciously, and pays commensurate benefits to qualifying members. The money collected is maintained on individual member accounts, invested and earns an annual interest depending on our return on investments.

NSSF's Investment Policy provides for clear guidelines on investments. The Board and Management are mandated by the NSSF Act to invest the money on behalf of the NSSF members. Currently, NSSF has various investment interests in real estate, equities, and fixed income. The benefit for the member is that the member is assured of secure retirement.

Invitation to bid for Supply, Installation, Testing and Commissioning of the Pension Administration System; NSSF/NCONS/2017-2018/00091


1. The National Social Security Fund (the Fund) has allocated funds to be used for the supply, installation, testing and commissioning of the Pension Administration System (PAS).


2. The Fund invites sealed bids from eligible bidders for the supply of the above PAS.


3. Bidding will be conducted in accordance with the Open International Bidding procedures contained in the Public Procurement and Disposal of Public Assets Act, 2003, and is open to all bidders.


4. Interested eligible bidders may obtain further information and inspect the bidding documents at the address given below at 8(a) from 8.00 am – 5.00 pm; Monday to Friday except Public Holidays.


5. The Bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below at 8(a) and upon payment of a non-refundable fee of UGX 1,000,000/= (Uganda Shillings; One Million Only). The method of payment will be by bank to National Social Security Fund account number 0100005004 at CITI Bank Uganda next to Kampala Club & Shanghai Hotel


6. Bids must be delivered to the address indicated in paragraph 8(a) at or before 01/08/2018 at 11:00AM. All bids must be accompanied by a bid security of UGX 160 Million (Uganda Shillings: One Hundred and Sixty Million). The bid security must be valid until 07/02/2019. Late bids shall be rejected. Bids will be opened on 01/08/2018 at 11:30AM in the presence of the bidders’ representatives who choose to attend.


7. There shall be a pre – bid meeting on 12/07/2018 at 10:00AM in the PDU meeting room on 13th Floor Workers House, Southern Wing.


8. (a) Documents may be inspected at, issued from and delivered to: The Head, Procurement & Disposal Unit; National Social Security Fund, 13th Floor Workers’ House southern wing. (b) Address of bid Opening: PDU meeting room on 13th Floor Workers’ House, southern wing
