The 4th Social protection Policy makers conference kicked off today at Kampala Serena Hotel with a call for Social Health Insurance and effective supervision of social security schemes.
The conference, which has attracted more than 7 social security schemes and regulators, was opened by the Deputy Speaker of Parliament Hon. Jacob Oulanyah.
Hon Oulanyah said that the Liberalisation of the Social Security industry, currently being debated in the country will continue to be deliberated upon in Parliament until a workable solution is agreed.
“This will continue to make its way to the Parliament agenda until we as a nation agree on the best way forward for our people,” he said.
He added that the country will learn from the experts at the conference, whose countries have already operating in a liberalised environment.

“We therefore believe that there is a lot to learn from you particularly as regards sharing some successes stories on what effective regulation can do in this industry,” he said.
The incoming Chairman of ECASSA, Richard Byarugaba, who is also the managing Director of NSSF Uganda, said that the association will continue its role in the region, having gained acceptance as the social security umbrella body in the region.
The conference has attracted several delegates from ECASSA members Uganda, Kenya, Tanzania, Rwanda, Burundi, Zambia, Ethiopia, DRC and Zanzibar.
The conference opens today and closes on 20th January 2012.
Fisrt Deputy Prime Minister and Minister for East African Affairs Eriya Kategaya will preside over closing of the conference.
